[Jenkins-events] [Proposal] - Converting Jenkins Office Hours to Jenkins Online Meetup

+1. I think this is consistent with what I discussed with Daniel & Tyler
offline when we all met in Mexico. Meetup.com helps us reach attendees &
build relationships with them, and calling it a virtual meetup help people
understand that this is user focused.
