[Jenkins-infra] Issues with www service on cucumber

Yes, we had this problem before.
At that time I think I scaled back the # of concurrent Apache processes
to reduce the likelihood of this problem. In the worst case each Apache
process maintains one connection, plus mirror brain.
Just now I reduced # of max processes from 90 to 50, and hopefully this
will bring it well below the # of concurrent postgres connections.
