[Jenkins-infra] Cucumber is now puppet driven, ALL HAIL PUPPET

The last of the non-puppet managed machines is finally running the auto-update
cycle for the infra-puppet repository and the cucumber.pp manifest.


Currently the manifest just manages the base module for user accounts and some
basics, but every chance we get we MUST MOVE THINGS INTO PUPPET.

This is non-negotiable, if you're tweaking something manually on Puppet you
better have a damned good reason or else I might send the fury of a thousand
abayers your way.


I'll be trying to convert as much as possible in as mcuh of my spare time as
possible, but since this is a pretty critical machine I must tread carefully.
