[Jenkins-infra] Puppetizing Confluence

I've been reviewing and marinating on KK's work in Puppetizing our management
of Confluence this weekend, and I have a couple proposals:

 * The infra-puppet/confluence.deb could/should be pulled into a separate
   repository
 * A job should be set up on ci.jenkins-ci.org to build the debian and transfer
   it to a host. It should not archive it, just build it.
 * We might also want to consider setting up a project-internal Apt repository
   to serve things like this. Off the top of my head I can think of the
   following:
    - Confluence
    - JIRA
    - Jenkins snapshot builds (maybe?)
    - irc-bot (.deb!)
    - other special versions of packages we may need


I wanted to send this to the list for feedback before I started working on any
of it. Atlassian's products are going to continually be a pain in the ass
unfortunately, but I would rather work out something better than making some of
the same non-trackable changes that were made on eggplant when we were first
starting out.
