[Jenkins-infra] Status of Puppet version mismatch work

I started on this last week, pulling switching to using Puppet and Puppet's own
native repositories for managing our versions of Facter and Puppet.

The module itself is functional, I'll be tinkering with installing the native
package over the gem version of Puppet tonight.
