[Jenkins-infra] Problems creating a Jira account

Hi,

I don't know if this is the correct email list, but I've been trying to 
create a Jekins jira account (with username 'paulmillar') to report some 
problems I've found, and as part of developing patches to fix some of 
these.  The problem is that the auto-registration doesn't seem to be 
working: I don't seem to be getting any emails.

Could someone have a look?
