[Jenkins-infra] http://updates.jenkins-ci.org seems to be unstable right now

Hi,

You could start the server with Java Mission Control with a Flight
recorder. It has minimum overhead, and you could figure out what consumes
the CPU. See http://docs.oracle.com/javase/8/docs/technotes/guides/jfr/
