[Jenkins-infra] Please help test our new nameserver on 140.211.9.2

Please add 140.211.9.2 to your /etc/resolv.conf for a bit and make sure that
jenkins-ci.org domains are running properly.

This is the result of lots of work by KK to make sure bind is dockerized and
deployed properly.


if things are workung properly, I'll probably switch things over Sunday night.
