[Jenkins-infra] Dealing with heavy load on JIRA/Confluence; update-center generation disabled

Suspending infra_update_center and *_stable has a grave consequence as 
it prevents plugin and release updates from getting delivered.

I'll see if I can add some kind of client-side caching so that the 
update center generation doesn't cause too much load on Confluence.
