[Jenkins-infra] "Open Issues" links on plugin pages do not work any more

AFAIK, only R. Tyler can do it.
There's open issue for the update: 
https://issues.jenkins-ci.org/browse/INFRA-147
I pinged R. Tyler several times in IRC, but seems he's to busy with other 
activities.
