The problem was that the required IPS infra blocked some other tasks, and would be a lot of effort to continue running. Meeting log excerpt:

_In addition to that_ the packages were not working well as indicated by JENKINS-11729 JENKINS-13905 JENKINS-12197 JENKINS-15148. But that just meant that all the infra work would only result in continuing to distribute broken packages.
