[Jenkins-infra] JIRA migration next weekend

Following Confluence, let's move JIRA off to edamame.

The detailed instruction list is as follows:

The list is mostly straight cut&paste from that of Confluence. I've filed a
ticket to OSUOSL for database grants, so that should be set. This time I've
also created DNS TTL change prior to migration.

If you see any problems, please let me know.

I hope/plan to do this next Saturday.
