[Jenkins-infra] Confluence migration

I've made a good progress on containerizing Confluence today. I was able to
successfully launch the container with local mariadb container + mock LDAP
container, and used the database backup to clone wiki.jenkins-ci.org.

I still need to containerize the nginx static wiki cache.

I'm thinking about where to run this container in, and it looks like
lettuce is a good place to do it. According to puppet, this box isn't
running any roles, and it has 4GB RAM, so we can give Confluence much
needed breathing room.

The migration process would be much the same as JIRA, which I outlined in
my earlier emails. The first deployment will run the exact same version,
then future versions can upgrade Confluence.

Any thoughts, objections?
