[Jenkins-infra] lettuce access

Yes, I'm all for improving timezone coverage (and monitoring/reporting, 
as the wiki went down at ~4pm US west coast time yesterday).

As I'm often among the first people around the EU timezones to notice 
problems, I'd be happy to have access to restart things.  But how many 
people the admins want to give access to is a separate question.

There's a meeting agenda item for the infra 
training/handover/adding-people topic that was discussed a while back. 
The meeting is tomorrow.
