Sorry for the delay, I'm taking the baton from Kohsuke because he's so busy as
of late :)

Yes we would be transferring to another registrar. I'm unclear on what account
ID you would need from another registrar. For the .io domains I currently
manage under namecheap, they use EPP codes
(https://www.namecheap.com/support/knowledgebase/article.aspx/1421/84/my-hosting-provider-is-asking-for-my-eppauthorization-code-is-it-safe-to-provide-it)
to govern transfers out and in from other registrars. It's not entirely clear
to me whether this is a process that all registrars are following right now.

The expectation that I have is that the SPI hostmaster (e.g. Joerg) will point
the domain to our DNS servers ns[1-2].jenkins-ci.org and from there we'll be
managing things. I'm not sure I see how this is relevant to the transfer of the
domain hwoever.
