[Jenkins-infra] Domain name transfer of jenkins.io to SPI

Hi Tyler,

That's fortunate! As I have a namecheap.com account too, the rest of this
should be a breeze. I've started the transfer to my namecheap.com account
and will only need your namecheap ID to continue once that's done.
