[Jenkins-infra] JIRA Agile license was acquired

Did you documented how to create a local clone of the Jira in production ?
For the license I though it wasn't necessary anymore and the license was
automatically provided if the server has already an OSS license? But maybe
the license key has to be generated from my.atlassian.com
For exemple it was automatic for Jira Capture I installed few months ago :
(but someone deactivated it :( )

If you want to tests some plugins you might be interested also to give a
try to suggestimate https://issues.jenkins-ci.org/browse/INFRA-322
This one dynamically proposes you a list of similar issues when you create
a new issue or when you browse them.
It is really useful to avoid duplicated issues.
