[Jenkins-infra] Domain name transfer of jenkins.io to SPI

Hello,

There are a few key things that need to be determined:

1) Registrar: Is the domain being transferred to another registrar. If so,
what is the account ID there?
2) DNS: Are the servers mentioned set up zone wise?

Once I have all that and know where to "send" the name, I'll get right on
it.
