[Jenkins-infra] Jenkins Plugins local mirror [SEC=UNCLASSIFIED]

Hi there,

DST Group would like to provide a local mirror of the Jenkins Plugins for our developers.

I have been trying to mirror: mirrors.jenkins-ci.org/plugins

I have been using wget to do the mirror but it doesn't seem to be working as expected.  It downloads all the html files and folder structure but misses the plugins.

Would it be possible to get some details on how we can go about mirroring the plugins via wget or rsync?
