[Jenkins-infra] Heads up: prototyping Kubernetes for hosting our containerized apps

While my new infra-buddy Olivier and I are busy hacking away in California, I
wanted to send heads-up to the list that we're really strongly leaning towards
Kubernetes (using Azure Container Service) for hosting containerize apps in
Azure.

This is opposed to our current approach, "designed" many years ago, of using
Puppet to orchestrate single containers executing on specific VMs.


As we work out the details from our prototyping, I'm writing the IEP document
which should be send to the list by the end of the week, but wanted to get the
discussion started earlier if anybody had major misgivings.
