[Jenkins-infra] Request for feedback: IEP-004 - Kubernetes for hosting project applications

Following the IEP process[0], I would like feedback on this design document
to which I alluded last week, for hosting project applications via Kubernetes
on Azure:

Some aspects of the design are still being prototyped by Olivier (@olblak), as
noted in the document, but I'm optimistic we'll have made some decisions on the
approach to logging and container orchestration before the end of the week.
