[Jenkins-infra] Request for Mirroring Jenkins

Hi there,

I'm an admin of TUNA mirror site. Several months ago we've set a mirror
site for Jenkins. However, as HTTPS is not
fully supported by jenkins,  the redirection was canceled.

We still want to be one of the official jenkins mirrors so that Chinese
users can have better access to jenkins.
Here are some basic infomations of our site.
