[Jenkins-infra] What to do if you see JIRA slowness

Please keep an eye open for JIRA slowness this week, a vendor began indexing
JIRA today without a go-ahead from me.


If we experience slowness, the access logs in /var/log/apache2 on edamame
should tell us who the culprit is, and I have no qualms about permanently
banning their crawlers.
