[Jenkins-infra] Cost modeling for Azure

Since I've been Excel'ing pretty hard lately I figured I would
share. I'm working on the specific cost models for Jenkins on Azure and while I
cannot share the exact dollar amount we have to spend on Azure, I will say that
my initial (generous) estimates put us around $90k annually.

Please add comments and/or reply here with additional scope/infrastructure that
I might be missing here. I am hoping to come up with a relatively accurate
model in the next week or so.
