the issue is that the default/official update-center.json points to 1.7.1: https://updates.jenkins-ci.org/stable-1.651/update-center.json

http://ftp.halifax.rwth-aachen.de/jenkins/updates/current/update-center.json currently still advertises Matrix Project 1.7 (last modified 2016-06-24 10:05). Where is the discrepancy?
