[Jenkins-infra] Mirrors not in sync

our mirror synchronizes as often as you asked for (currently ever hour, and I think there was some discussion - we even offered to receive push triggers, and still do). I also did a manual rsync run before writing the first mail, which did not help at all. Our upstream mirror is rsync.osuosl.org .
I'd like to be able to retrieve the files advertised in update-center.json. This problem surfaced with the URL https://updates.jenkins-ci.org/latest/matrix-project.hpi which still does not work (in fact I don't get any response right now). I assume that it uses the same backend information that is used to create the update-center.json file on the same host, pointing to version 1.7.1.
PS: Requests to updates.jenkins-ci.org in general are rather slow, which is an unrelated annoyance - aside from the fact that the host seems to be down right now.

Well, yes, as your mirror is six hours old:
So what are you asking for exactly? (Note that I do not know how your mirror gets updated data.)
