[Jenkins-infra] Using Rollbar.com JS error reporting in Blue Ocean plugin

I remember in the past, users of DEV at cloud that have anon access, or even
some sort of access control, didn't like the names of jobs being exposed
(this was via the queue of work visible on the left). It wasn't a strong
show-stopping objection, but they preferred things to not be seen that
involved names.
