[Jenkins-infra] [GSoC2016] Jenkins Usage Statistics Analysis

Thanks for the write-up.

I'm having a bit of trouble following your use case 1.1. Does this refer to
my asking "we'd like to know how frequently people are upgrading"? If so,
it's not obvious how that goal and 2 queries described match up, so we
probably need to talk more to get on the same page. Or if those two queries
are to test some of your hypothesis about user/developer behaviours, I'd
like to learn more about that. As it stands right now, I don't know how to
use those queries and what questions they answer.

Use case 1.2 is very clear to me. Good work there! I think the first step
is to run the query and see what result you get, then the 2nd step is to
see if it shows any useful correlation to the community ratings & other
subjective release qualities (for example I'm sure Daniel knows a few bad
releases we had in the past.) Ideally we'd like to use this as a leading
indicator of a bad release, or as a trailing indicator of the release
quality to help us determine the LTS base releases.
