[Jenkins-infra] Heads up! Experimental distribution via Azure blob storage for Debian/Ubuntu enabled

Recently I synced all the historical jenkins releases into Azure blob storage
for posterity (and for migration purposes).

Today, in order to resolve https://issues.jenkins-ci.org/browse/INFRA-964 I
introduced some mod_rewrite code
(https://github.com/jenkins-infra/jenkins-infra/pull/610) which redirects all
requests for apt packages from https://pkg.jenkins.io to Azure blob storage
(over SSL).

E.g. https://pkg.jenkins.io/debian/binary/jenkins_2.28_all.deb becomes
https://jenkinsreleases.blob.core.windows.net/debian/jenkins_2.28_all.deb


This is *only* for Debian-based repositories, none of the other distribution
mechanisms have been modified. I want to see what kind of traffic gets pushed
through, update my cost model, and see if there are any problems with this "in
the field."
