[Jenkins-infra] Request for feedback: Infrastructure Enhancement Proposal process

HI,

Looks like a reasonable starting point to me.

I don't think it needs over-thinking at the moment - just try it out and
see what works / doesn't work.

Will be a useful starting point for Olivier Vernin.
