[Jenkins-infra] Heads Up: JIRA DVCS integration disabled on issues.jenkins-ci.org

So we can *manually* create a "bot" account.
I have a couple of such bots, and it's not a problem to create more ones if
required (special thanks to gmail for being so tolerant about random dots
in emails and googlegroups).
