We seed our primary mirror at rsync.osuosl.org and then secondary mirrors are
expected to rsync from there (rsync://rsync.osuosl.org::jenkins) every couple
of hours.

The way our mirror system works is that we add each mirror host indivudually
with its geographic location to mirrors.jenkins.io. This means we would have to
consider each LeaseWeb location sepraately instead of as one "whole" thing.
