[Jenkins-infra] Request for feedback: Infrastructure Enhancement Proposal process

I've been thinking about how to make more sensible changes, architectural or
otherwise, to the Jenkins project infrastructure. And how we can make these
changes in a way that reduces the "bus factor" for the project.
Basing heavily off my experience with the Python project's PEP format and
process, I would like your initial feedback on the "Infrastructure Enhancement
Proposal" (eep!):

While I wait for feedback on this, I am going to start authoring some proposals
around the new Azure architecture. I just wanted to get a process thought-out
before I got too deep (eep!).
