Right now, given the *cough* team size I believe this will start out as a
recording of decisions made for posterity.

PEP has a "BDFL" (Guido van Rossum) which is a role I would presume to
occupy, maybe not for life, but for a while anyways. Once we have more capable
lieutenants who can help build out and own infrastructure projects, I would
expect them to be added as "IEP czars" similar to Python's
