[Jenkins-infra] Automatic JIRA pull request linking enabled

Per INFRA-919 <https://issues.jenkins-ci.org/browse/INFRA-919> I have enabled
the DVCS Connector in JIRA.

Right now it's kind of churning on rate-limits from GitHub, but keep an eye out
for it on your pull requests and let me know if it's misconfigured/bothersome.
