[Jenkins-infra] Automatically linking tickets between JENKINS and internal tracker

Just so that you are aware, the bot is up and running as of today. It runs
as a batch job every 24 hours. Let me know if its causing you any grief and
Ill jump right on that.

Here's an example of a ticket thats been linked by the bot
