Thank you for your response.

The incident you link to has been resolved yesterday around 9 PM UTC. We continue to experience constant problems through 3:30 AM UTC today, with intermittent issues at later this morning as well. I periodically performed simple API calls through the (CET) night, and Artifactory frequently failed to respond properly, or in a timely manner:

According to the artifactory logs, further restarts happened at 2017-12-27 08:09:19,382, and 2017-12-27 09:41:17,432 (and those are just the ones I grabbed the logs for). Both restarts correspond to unexpected responses in the above log output, and there were many more for at least 4 hours after the incident you link to was considered resolved.

This does not appear to have been fully resolved 12 hours ago.
