[Jenkins-infra] Mirror availability [ considering site in Israel ]

Mirrors should rsync from rsync://rsync.osuosl.org::jenkins preferably
every 1–2 hours, though 30 minutes should also be fine (that's how often
we generate updates, IIRC).
If you let us know the URL when it's up and running, we can add it to
our mirrorbrain config.
