[Jenkins-infra] Usage stats decrypting not happening since Dec 14

usage.jenkins.io:/srv/usage/apache-logs is updating, but
usage.jenkins.io:/srv/usage/usage-stats
is stale since December 14. I'm honestly not sure how that decryption is
done, so I'm not sure what's broken where at this point.
