[Jenkins-infra] Request for feedback: IEP-005 - Systematic collection of project events

Following the IEP process[0], I would like feedback on this design document
which I have been hacking on a bit, for ingesting project related events for
future analysis in Azure:

I'm still working out the Terraform code to appropriately provision the Azure
Function with attached DocumentDBs here:

I would appreciate a review of the concept and implementatino, I don't think
review requires in-depth knowledge of Azure technologies so it should be fairly
straight-forward.
