[Jenkins-infra] Mirror availability [ considering site in Israel ]

Hi all,

In the past year we have experienced low performance from the mirror sites
around the world considering there is no local (Israeli mirror), I assume
part of it is the fact that many Jenkins instances are utilizing automation
scripts to automatically deploy Jenkins in various scenarios.

As a DevOps Tech Lead, I am trying to asses the cost of running a local
mirror - are there any figures you can share in order to promote this in my
company (Tikal) ?
