[Jenkins-infra] Weekly Terraform container being created

A few weeks ago when @olblak and I were hacking together I pointed out that
Terraform's release cycle is abyssmal and unpredictable. Since we're using
Terraform via a Docker container, I went ahead and set up a weekly Pipeline to
merge the latest from hashicorp/terraform and build a new container:

The repo it's from is here: https://github.com/jenkins-infra/terraform with
it's Jenkinsfile:

The image tags correspond to the SHA1 from the upstream repository, so the tag
f84fd39 can be plugged into GitHub quick easily:
https://github.com/hashicorp/terraform/commit/f84fd39
I haven't switched jenkins-infra/azure over to use this weekly build yet, it
requires more testing, but I wanted to give the list a heads-up to its
availability.
