[Jenkins-infra] Major Confluence upgrade planned for April 1st.

With the changes Daniel has pushed through[0], the path is finally clear for a
long-overdue and certain-to-be painful upgrade of Confluence, the oft-maligned
wiki software running https://wiki.jenkins-ci.org/


The INFRA ticket to track this effort is:
    https://issues.jenkins-ci.org/browse/INFRA-325


Because this system is so old and crufty, I genuinely have no idea what kind of
downstream users, outside of the old Update Center generation, might be broken
by this upgrade.

I want to make it clear, if your operate a system or tool which relies on our
wiki, you have until April 1st to fix it. I *will not* block the upgrade of our
wiki to accomodate hidden consumers unrelated to the Jenkins project.
