We disabled a number of mirrors which weren't updating as quickly as we would
like as it was resulting in issues for users which would attempt to request
files from mirrors which were out of date (notably update-center.json).

I have this ticket (https://issues.jenkins-ci.org/browse/INFRA-160), which
entails moving update-center.json off to Azure blob storage, at which point I
will re-enable mirrors for serving slower moving files like .hpi and .war
files.
