[Jenkins-infra] Confluence upgrade from 3.sad -> 6.1

olblak and I discussed this during the infra sync earlier today, I'm hoping to
perform the upgrade this Saturday April 1st.

It looks like since we weren't looking, Atlassian has starting distributing
Confluence as a Docker container:
    https://hub.docker.com/r/atlassian/confluence-server/

So that makes things simpler!  I'm going to start testing with the container as
soon as I can pull down some backups from lettuce.

Also I have asked the OSUOSL to embiggen lettuce, hopefully we'll be able to
double the disk, CPU and bump up to 12GB of RAM.


I'll keep this thread updated with my findings as I go along, and if things
look good by Wednesday PST, I will send out a maintenance notice for Saturday
morning PST.
