[Jenkins-infra] Query for hosting a jenkins mirror in Azure China datacenter

Hi Pengzhi,
A mirror is not complicated to host and maintain, it's 'just' a web
server that serves a copy of files got from 'ftp.osuosl.org/jenkins/'.Of course you'll need maintain this server (disk space, system
update,...).So you need:
1) a server (of course)
2) copy files from  ftp.osusol.org every 1 or 2 hours on your server
  ex" A cronjob that run `rsync -avzh rsync://ftp.osuosl.org/jenkins/
  /var/www/<your apache doc root>`3) configure a web server to serve those files (Apache/Nginx)

Once it's done, we need
- Your url for the jenkins tree
- The region and the country codes for where the server is located
  (https://en.wikipedia.org/wiki/ISO_3166-1_alpha-2#Officially_assigned_code_elements)- A mirror operator contact email address
