[Jenkins-infra] Automatically linking tickets between JENKINS and internal tracker

Personally I'm a little -1 on this (-0.5 perhaps? :) ) but only because it
frustrates me when there is a public ticket that links off in some way to a
place that isn't accessible. Kind of makes you think there is some hidden
discussions happening in the private tracker.
