[Jenkins-infra] Azure Automation with Jenkins

We have an infrastructure deployed for a company in Azure and we are in the phase of automating some Operations procedures.

Our DEV team uses Jenkins for code deployment and we are considering leveraging Jenkins  for automating infrastructure deployment/configuration management tasks such as Start/Stop/Restart Azure VMs (Oracle Linux 7.3, Ubuntu 16.04, Windows Servers 2016), start applications, apply patches, execute scripts and many more typical Operations tasks.

Is Jenkins useful for this purpose? And does it support the OSes I mentioned the previous paragraph?

If affirmative, could you provide an example or a link explaining how to start an Azure VM with Jenkins just to understand how to get started?
