[Jenkins-infra] Build infrastructure stuck?

They were recent changes made to the acceptance test harness to also run
the test on java11 which has drastically increase the duration of those
test and leads the job queue size to increase and so we now have a lot
of job in the queue.
Another factor, is that we regularly build//test every PR included
several years old open PR like
https://github.com/jenkinsci/git-plugin/pull/74  which doesn't make
any sense.
One easy answer would be to just add more machines to the pool.
We could resize some existing vm template.
We could just  stop building old PRs.

But indeed we should find a solution.
