[Jenkins-infra] [#74296] https://repo.jenkins-ci.org/ is really slow and/or unreachable

Hello Arnaud, 

Although directory browsing for https://repo.jenkins-ci.org/public is blocked, we have been able to download artifacts from the 'public' repository on our end. We have been able to download artifacts from the 'public' repository via the UI by going to https://repo.jenkins-ci.org/ --> clicking on the 'public' repository --> manually downloading the artifact. We have also been able to use a GET curl command to download the artifact with the url https://repo.jenkins-ci.org/public/<artifact name>. Please try downloading an artifact again and let us know if you are still experiencing the issue.
